Actually the pope is intervening in our order largely because friars like the ones you mention at the La Crosse Shrine petitioned him to do so. In fact, Fr. Peter Fehlner who is the shrine's first rector and still resides there is one of the original five friars to appeal to Rome. I believe the pope is being so quick to take action because he knows there are so many good friars who have appealed and are willing to shake off this problematic mentality which is so suspicious of the Church. No doubt, he also sees many good Catholics being sucked into this same fearfulness and wants to prevent such tragedies and sees our order as good place to start.
