Thanks Mario. I had a look at the footnote referenced in that paragraph. It's a quote from Canon Law. Maybe it was my computer, but there seemed to be something wrong with the translation of the footnotes. The on-screen display was jumping between English and other languages. The best sense I could make of it was that the Bishop could put Deacons or lay persons in charge of a parish. Maybe you will have better luck reading the footnote.
Yes, it's weird the way he urges everyone to read all the post-Synodal document. He approves all of it and then goes on to half-contradict some of it. Something else that struck me as questionable was the part about working with non-Catholic organisations. He specifically praised the Jesuit/Franciscan outfit formed to prepare for the Synod - not sure but I think their name was/is Repam. Weren't they taking money from the Ford Foundation which promotes abortion in poor countries?

It's more likely that he didn't want to risk trouble from American Bishops by putting the ordination of married men and especially the ordination of women deacons into magisterial teaching. He has employed his usual tactic of confusion to prevent any open dissent from the faithful Bishops while letting the likes of Cupich know that he is on course to deliver everything they want. There is no organisation on earth with an infastructure to match that of the Catholic Church, and Pope Francis has committed the service of that infastructure to the UN's Agenda 2030. It's dead in the water without American support. Evidently, both the UN and the Pope believe that the Catholic vote will make a difference. What he is doing is forcing the US Bishops to put Agenda 2030 above the right to life as the pre-eminent issue for Catholics in this year's US elections. Pro-life Bishops and especially pro-life priests in parishes will have to support and work alongside Democrative Party operatives to defeat any candidate who doesn't support Agenda 2030. Money is not a problem. All the foundations he hinted at in the Exhortation are pro-abortion and pro-Agenda 2030. They have money to burn. The UN also has plenty of money and stands to get more if the US President and Congress get on board with climate change alarmism. They need a Democratic Party majority in the US House of Representatives and they need a change of US President. It's all political. They'll get money for their charities from the mega rich foundations provided they co-operate on the ground with the promotion of artificial birth control and abortion. Anyway, doesn't most of their charity funding in the US come from the US government for programmes like resettling immigrants?
