You have to actually take out the battery to stop it. Even then I would not be too sure. They can even film you when your computer is turned off, they turn it back on again. What can you do?
There are pouches or bags that you can buy that cut communications between devices and towers. They are called Faraday pouches, bags or cages. You can also find videos on YT that show you how to build them. They are supposed to protect our technology in the case of an EMF, but it is also supposed to work to block communications too.
