    As the number of new coronavirus cases continued to rise in Los Angeles County, health officials issued a temporary and limited stay-at-home order Friday that will take effect Monday.

    The restrictions, which will last for three weeks, are not as severe as those imposed in the spring.

    “Residents are advised to stay home as much as possible and always wear a face covering over their nose and mouth when they are outside their household and around others,” the county Department of Public Health said.

    The order prohibits all public and private gatherings with individuals not in the same household, except for religious services and protests.

    It imposes new occupancy limits on businesses, such as personal care and retail, but does not close them. Beaches, trails and parks will remain open, but gatherings of people from more than one household at those sites are banned.

    The announcement came just two days after restaurants in much of L.A. County were ordered to suspend outdoor dining. That decision sparked a backlash from restaurant owners and some elected officials, who called the rules too punishing for the already struggling industry.

    The five-day average of new cases hit 4,751 Friday, crossing the threshold the county had set for imposition of a modified stay-at-home order.

    Officials are concerned that hospitals could see a shortage of beds — especially in intensive care units — over the next two to four weeks if these trends continue. But hospitals are better equipped now than they were in the spring to handle a surge in cases, treatment for COVID-19 has significantly improved, and hospitals can cancel elective surgeries to make more room.

    Countywide COVID-19 hospitalizations have already more than doubled in just three weeks, from about 800 on Halloween to nearly 1,900 Friday.

    At Skylight Books in Los Feliz, events manager Madeline Gobbo said the county’s new capacity limits would not make a difference because the shop allows only 10 customers at a time to browse the aisles.

    Author events have gone virtual, and the store is doing a good online business. Still, since reopening, Skylight has enjoyed “a steady stream of customers every day, all day,” she said. “If people stay at home and stop coming out to shop, that will be bad news for us.”

    County authorities, Gobbo added, are giving mixed messages. “Telling people to stay home but then also telling them to keep supporting small businesses — that’s kind of a Catch-22.”

    At Monsieur Marcel Gourmet Market and Restaurant in the Original Farmers Market, owner Stephane Strouk said cutting shop capacity to 35% will mean longer customer waits but probably would not hurt his market business, which is a bit better than it was before the pandemic began.

    But it was a major blow when he had to close the restaurant’s dining patio this week. He kept some cooks to prepare takeout dishes but had to let go waiters, busboys and dishwashers — 16 employees in all.

    Diners had been gradually returning to the French restaurant, which is his operation’s biggest source of revenue. “We did everything we could” to maintain safety protocols, Strouk said, adding that he didn’t think the county-ordered restaurant closings were justified.

    “It’s touching so many people.”


    L.A. County suspends outdoor dining at restaurants as coronavirus surges

    Nov. 22, 2020

    The new order, which will remain in effect through Dec. 20, sets the following occupancy limits:

    • Essential retail stores are capped at 35% of maximum occupancy, and nonessential retail, such as indoor malls, personal care services and libraries, at 20%.

    • Outdoor fitness centers, museums, galleries, zoos, aquariums, botanical gardens, mini-golf, batting cages and outdoor go-kart racing are capped at 50%.

    • Golf courses, tennis courts, pickleball, archery ranges, skate parks, bike parks and community gardens remain open for individuals or members of a single household. Swimming pools that serve more than one household may open only for regulated lap swimming.

    • Drive-in movie venues remain open. Cardrooms are closed.
    The order does not change reopening protocols for schools and day camps.

    This Temporary Order’s intent is to continue to ensure that County residents remain in their residences as much as practicable, to limit close contact with others outside their household in both indoor and outdoor spacesand to further reduce the increased risk of community transmission of COVID-19 resulting from the unprecedented surge of new daily cases. All persons who can telework or work from home should continue to do so as much as possible during this pandemic. The public’s adherence to sustained Social (Physical) Distancing and infection control measures will slowthe spread of COVID-19 and diminish its impact on the delivery of critical healthcare services. Failure to comply with any of the Temporary Order’s provisions constitutes an imminent threat and menace to public health, and a public nuisance, and is punishable by fine, imprisonment or both.

    b)All public and private gatherings and events with people from more than one household are not permitted except for outdoor faith-basedservices and outdoorprotests, and as provided in Paragraph 9 of this Temporary Order.

    c)People leaving their residences must strictly comply with the Social (Physical) Distancing, asspecified in guidance or protocols established by the County Department of Public Health. This Temporary Orderrequires all persons wear a face coveringor maskover both the nose and mouth whenever they leave their place of residence and are or can be in contact with or walking near or past others who are non-household members in both public and private places, whether indoors or outdoors. This includes wearing a face covering or mask when patronizing a business. Wearing a facecovering or mask reduces the risk of transmission to others from people who do not have symptoms and do not know they are infected. The use of face coverings is commonly referred to as “source control.”

    And the mandatory curfew....

    e)All permitted activities with individuals of other households and all activities conducted outside the residence, lodging, or temporary accommodation with members of other households must cease between 10PMand 5AM(PST)except for those activities associated with the operation, maintenance, or usage of an Essential Business, Healthcare Operation, Essential Infrastructure, Essential Government Functionor required by law. This Temporary Order does not apply to persons experiencing homelessness.Nothing in this Temporary Order prevents any number of person from the same household from leaving their residence, lodging or temporary accommodation, as long as they do not engage in any interaction with (or otherwise gather with) any number of persons from any other household, except as specifically permitted herein.

    Something that is interesting here in the US regarding covid and protesters. I follow around 100 Antifa and communist groups locally and in some other major cities. I've been reading their posts in different places for the better part of a year now out of curiosity. Mostly west coast but also NY, Chicago, Milwaukee etc. They don't openly communicate anything until after their events most of the time which is fine because it's easy to understand the tactics they are using and why. Although I think they over estimate them.
    But, what I have noticed in all their public facing discourse is that all of them and I do mean all are lockstep on covid, safety mandates and for a group supposedly made up of anarchists and communists and everything in between it just seems a little strange that they all tow the party line when it comes to covid being oh so bad. They get tested and encourage each other to as well and some publicly state that they quarantine also. Which I have a very hard time believing having grown up around people inside that demographic. Unless they are getting paid and in that case then yeah I can see them hanging out for a few weeks every now and then but if they need to run to the corner market well I'm sure its no biggy.
    Now I could logically say they are just virtue signaling and that of course the mask mandates work in their favor but honestly they were using masks here long before this covid stuff all got going. I know a woman who is a pretty hard core communist and has been for most of her life. She stopped going to their get togethers and this woman is what anyone would call committed. She flies across the country on her own dime to participate in their networks and has for years.
    One rather interesting bit on how they are being paid and I'll shut up. A week or so ago one of the "non affiliated" support groups for these guys which posts bail bond money to get them released from jail publicly asked them to send money back to the project. Apparently their bail gets posted then the charges are almost always dropped and the Portland justice center refunds the bond money to the arrestee in the form of a credit card and not to whoever posted the bail on their behalf. On average that is $1500. So in the height of these riots a guy could potentially make $1500 a day by being arrested. The bail project had so few people refund the money that apparently donations were running thin and publicly appealed for people to send it back. Now isn't it convenient that the Portland Justice center would refund money to the arrestee and not the person who paid the bond on their behalf.

    in the city where I live, there were at least 3 reports of people who had a Coronavirus reinfection after a few months, I wonder if anyone else has witnessed something similar

    I have heard MDs discuss this. They are convinced it functions like an ordinary virus in that once it is " washed out" of our systems it is gone and natural immunity results. If it is a "reinfection" then the virus had not yet "washed out". But things change all the time with this virus so who knows?

    How insane is this: people so afraid of a virus wearing masks that unbeknownst to them, contain bacteria that can cause pneumonia and some that cause skin infections. Aren't skin infections prophesied in a future pandemic? Bacteria counts of 66 million and 270 million on some unwashed masks.

    And when these people who are following the rules faithfully get sick, who will they blame?

    Wash your masks everyone!
