As far as I know the Oath of Pontifical Secrecy , which Vatican Diplomats take, is more solemn and binding than that of the Confessional. In other words if a priest broke the Confessional Seal and went round telling peoples sins which he heard in the Confession box it would be much less serious than breaking the Oath of Pontifical Secrecy. Just as there can never be a justification for a priest breaking the Seal of Confession much more there can never a Justification for some breaking Pontifical Secrecy. This goes back to old Moral Teaching that you can never do something evil in order to obtain something good. So a priest could not tell the police that someone had told him he had, say, committed a murder in the confession box. Doing something evil by breaking the Seal of Confession in order to obtain something good, that a murderer should be brought to Justice. In the same way Archbishop Vigano should not have done something evil, breaking the Pontifical Oath, in order to achieve something good, the exposure of a high level clerical pervert. Archbishop Vigano is an intelligent man well versed in moral theology. He would have known this but he did it anyway. This is why I have my reservations. Also he incurred automatic excommunication and deservedly so . Another problem.
If a Pope is promoting evil then a Cardinal or Bishop has a duty to protect the faithful especially the lambs and speak up to defend the truth. Isn't that what is wrong now. Those who should speak up remain silent I think Vigano had a duty to protect the flock from an abuser who was a danger to young boys and seminarian's. He was protected by all the powers that be. Likewise you cannot refuse to defend the truths of faith against a pope who goes rogue. McCarrick would still be a prelate of high importance only for Vigano calling it out.

When I look at his face it makes me uneasy I see a man with a lot of bitterness and rage there. A man with a grudge. I feel the same when I look on the face of people like Cardinal Cupich. Another thing Vigano must have known about McCarrick for years, it was an open secret.. If he was so concerned why did he wait so long? A for instance when he was called to perform that Great Evil, the Secret deal with China? Why did he wait so long? Was it maybe he was still waiting for the Cardinals hat. which never came?
He said that he realized that he had a solemn obligation before Christ to speak up. He did not want to go to his judgement having kept silent in the face of the terrible evil going on. We are entering a time of Great Purification for both the Church and the World. It is as though a great sky of blood stands before us. The Organistional Church, the Church of the Vatican is about to be devoured in flames and so the Church herself will appear to Perish. For the rest, the Faithful Remnant a period of total persecution and a great effusion of the blood of the martyrs, from which the Church will arise new an Triumphant Greater and Holier than ever before. As to the World it will appear to nearly all as the very End of the World. We have to keep our eyes on the Full Prophetic picture. The Church is not a political party where some take one side or another. The truth is the Truth it is not a matter of Left of Right. Like Mary and Joseph and the Child Jesus we are about to flee to the safety of Egypt. We must not be caught up in these passing events. This passing World.
One thing about Saint Paul in the Acts of the Apostles (and this is true of all our Catholic Martyrs) is that they had an eye, through the action of the Holy Spirit) on the big Prophetic Picture. They knew they were going to die. So their prayers, their thoughts , their actions were guided by this. One of the Greatest Signs in the Church at the present time is that many even good and holy people do not have this sense of the Greater Prophetic picture. So they get too caught up in immediate events. They get caught up in an endless roller coaster of argument, debate and endless ferment. They remind me of people who are on a little boat being about to be swept over Niagra Falls. Yet still they fight and squabble amongst themselves to the very last. It is as Our Lady has indicated a time for prayer and fasting. A time for moving spiritually within not being caught up in the events without. Archbishop Vigano seems to have sinned gravely, but we don’t know that he didn’t repent and confess. What is happening is so grave, as you say, that he has the duty to speak out and what he says appears to be the truth. Nor, can I see any way that he stands to gain any worldly benefit out of the pronouncements that he makes. Apostasy, heresy and sodomy seem to be where the money and public adulation are at.
