Again the person promises if the events does not happen he will retire and speak no more.

H does, but after a short period of time he reemerges and start speaking of messages and giving Prophesy again . Once again he gives a specific time frame of expected great events.

What has Scripture to say on? What are we to understand?

2 Peter 1:20–21:

“No prophecy of Scripture came about by the prophet’s own interpretation of things. For prophecy never had its origin in the human will, but prophets, though human, spoke from God as they were carried along by the Holy Spirit.”

Deuteronomy 18:22

22 owhen a prophet speaks in the name of the Lord, if the word does not come to pass or come true, that is a word that the Lord has not spoken; nthe prophet has spoken it presumptuously. You need not be afraid of him.

Ezekiel 13:6

6 dThey have seen false visions and lying divinations. They say, ‘Declares the Lord,’ ewhen the Lord has not sent them, and yet they expect him to fulfill their word.

..and as far as promising to retire from prophecy and going back into full time operation at it again is concerned:

Matthew 5:37

37Simply let your ‘Yes’ be ‘Yes,’ and your ‘No,’ ‘No.’ Anything more comes from the evil one.

I am giving him the benefit of the doubt that he is dangerously

Deceived but unknowingly. However his bishop has sternly warned Catholics about his prophesying so I say better to leave it all alone.

I couldn't get half way through it. Why do we persist to believe in Charlie. It doesn't help anyone. As long as he says he has visions...something is wrong. Then he states he interpreted visions wrong. Then I hate to say...it's not visions. Not your job to interpret. You can have visions but telling people things will happen...is a no no.

And it's not ok...just because Charlie is nice guy.

He keeps changing his explanation of what the "rescue" is. That is a huge red flag.

All the visions and hoopla aside Charlie has a genuine gift for encouraging others not to lose Hope.

Best to leave Charlie alone.
He may very well be a good man, but because of his long history of claiming visions which made false predictions we know they either do not come from God or he was mentally off.
There are plenty of good people to place our time in.
I believe Charlie said if he was proven wrong he would retreat into the background now.
That was a good idea, he should stick to it.
