There is the concept of Natural Law, which was proposed by Saint Thomas Aquinas and others. They believed that if laws were made contrary to Natural Law, or the natural order of things, then they could be disobeyed. Many of the laws today are in contravention to Natural Law and consequently go against God.
Those are man made laws. Do you believe that men can change the Laws that God has given us in Divine Revelation, i.e., Scripture and Tradition?
That's an amorphous question, and one which begs other questions: e.g., What "laws" are we talking about? Every "law" in scripture, including the myriad prescriptions contained in the Pentateuch? The "Golden Rule"? Canon Law? How many angels can dance on the head of a pin?
Not really. Tradition has separated the superfluous OT "laws" from the matters of Faith and Morals, revealed by God, to which a Catholic must give assent.
